hard to start when engine is cold 140-160 1968

Valves at .020 are certainly going to be noisier than .016, but if you're anywhere in the ballpark, you're good to go. To have any meaningful effect on cold starts, valve clearances would have to be seriously out of whack, IMO.

As someone has already said, do the ignition checks first - start with points gap followed by timing check.
