Fuel starvation at high rpms would indicate either a weak fuel pump or
a stuffed fuel filter.
Running better with the choke pulled indicates too lean a mixture adjustment.
(Shouldn't help much with fuel starvation happening)
How did you adjust your carbs?
I like to adjust the timing with everything hooked up (so I don't have to
keep readjusting the idle speed up and down). I usually set it to 20° BTDC
and it has worked well with all the B16, B18, B20 and B30 engines I have had.
