So you are saying that it is probably suffering fuel starvation. But if the floats are too low why would it smooth out when flooring it on the highway?
BBB needles are pretty rich at full throttle which means that they can still give a reasonable amount of fuel even with a low float level. When you lift the fuel higher & then raise the jet height with it to get it to idle smooth again that will make the needle appear to be richer every where else.
My '72 has the same carb setup and the jets are about 0.060" below the carb bridge. On this one the jets are down around 0.250"!
0.250" - 0.060" = 0.190".
Lift your float level up by that much.
