I would say that many passenger tires, in many applications, are going to wear reasonably well at max inflation pressures. There are exceptions, to be sure; for instance the lightly loaded rear wheels on a front drive car may need significantly less pressure to wear evenly. Having said all that, there are several factors besides treadwear that determine a tire's maximum inflation pressure, not the least of which is sidewall strength... it is after all, a pressure vessel in a very dynamic pressure situation.
At the other end of the inflation "range", the pressures recommended by the vehicle manufacturer are also going to have contributing factors that may contradict perfect treadwear goals: ride quality and the vehicle's emergency response handling characteristics, to name a couple.
