It does sound plausible. 3 and 4 are kind of an odd couple to have switched.
It would be more likely if it was 1 and 4 or 3 and 2, either one of which would
indicate you have the wires on backwards but one pair timed right.
If it is flooding that badly it might take a while to clean out, although
Volvos are better than a lot of other cars about flooding.
