Yes, normal, centrifigal clutch.
STAY BACK from the plane of the fan when test revving.
If the fan clutch screeches and howls like a banshee,the evil fan goblin is ready to eat your radiator.
OR use Flex fan from '70 and earlier [no clutch]
Kickdown cable should be on firewall just below where the throttle linkage rod pivots.
About 3/16 slack to start test.
Check routing for kinks/bad install.

1-2 up shift full throttle =29 mph
2-3 up shift full throttle =48 mph
