Nothing wrong with going .030 over. Check out RockAuto for good prices on pistons.

Machine shop prices vary widely, but so does the quality of the work. At the cheaper of the two shops I use, machining the block usually runs around $800 including balancing. That includes the main and rod bearings, as I let them provide them after determining what size is needed after the crank is index turned (which is the only good way to do it). If it doesn't need turning, it'll be a bit cheaper.

Rebuilding a head is usually around $300 including new iron guides and hard seats for the exhaust valves. So, that adds up to $1100 including a few of the less expensive parts.

I use a more expensive shop that specializes in racing engines when I need exceptional operations done to a block or head. He does terrific work, but charges at least 50% more for doing the basic stuff, so I no longer have him do the basic stuff.
