Sounds like the Web geeks screwed that one up. As a Web geek myself, I can think of a lot of ways things could have ended up that way, when you were supposed to get free shipping. Their database or query rules need to be fixed.
Regardless, FCP should honor all the sale and promotional promises you expected.
When I have issues like this, I simply cancel the order. I choose to not do business at all with a company that can't hire good Web geeks - it shows me that the management does not invest enough in their tech-savvy staff.
