Possibly, if hard cold starts continue.
The Service Bulletin forcing the 3-2-1 code should have added a wire at the starter solenoid to activate the CSValve only while the engine is being cranked. The ECU makes the ground side of the CSV when it senses engine temp of 23°F or below.
Weather permitting, look for TWO wires at the solenoid. Each may have it's own terminal, or both may come from the same terminal, depending on starter configuration. The wire from the ignition switch should be Blue-Green. The added wire to the CSV should be Green according to the Bulletin, but might be any color.
