"could this be an ECU failure?

I don't see how. The ECU is asleep until pulses from the ICU wake it up, and the ICU is asleep until it gets pulsed by the CPS.

Are you sure the CPS is fully seated in it's mounting hole? I seem to recall reading here (once) about the "gap" (sensor to tone ring) giving trouble.
But like they say, when your memory starts to go, forget it.
