My Earl Scheib experience 700 1987

Orange peeling is the sign of a cheap paint job with poor prep and hasty application. One cause is silicone contamination from waxes on the existing paint. Unless the car is thoroughly degreased before respraying, it WILL orange peel. This takes a lot of work.

You probably got what you paid for. The average pro job would probably run around $1500 for the car (they get about $300 just for a fender).
