Broken head bolt 120-130 1965

As the guy who started this by asking the question, it may seem strange that I'm putting in my two cents, but, I think that the torque measurement is supposed to be a measure of the distortion (stretching, advancement of the threads) of the bolt, not the resistance to turning the bolt resulting from friction. It seems that lubricating the threads would give a better indication of the factor you're trying to measure.

As I said, my two-cents worth.
