All the answers to your question (and your point about torque) are excellent. I just wanted to add my 2 cents as well.
I have encountered broken bolts that responded to applying torque CW when they wouldn't budge CCW. Then you can work the bolt back and forth increasing the degrees of rotation each time in the CCW direction. This seems to work best when particles are binding in the threads.
If the problem progresses to drilling the bolt out, sometimes a left-twist bit will grab the bolt and back it out. (Not often mind you, but sometimes.)
