Headlight power is NOT fused, so fuses are NOT an issue!

If the right headlight works correctly, that also removes lightswitch and foot-switchs from suspicion! I would use a test lamp to check for headlight power(both low and after switching the floorswitch, high)-beams at the headlight connector in the bucket...the next thing back is the six-pin connector in the engine compartment...gray for low-beam, red for high-beam.
