The pump has no O-rings except on the plug. The pump is a close tolerance fluid seal fit with check ball and flow control plate. It is a real bear to get back together when in the vehicle. It requires balancing a small metal disk on top of a ball bearing on the top of a spring as you screw the plug back in.
The right plug contains the dashpot, pressure control and relief valve system. If one or both of your springs are broken, you could have low pressure but that would also be cold or hot and be all the time.
Where did you get the actuating piston O-rings you changed? Were the O-rings that you removed blue and in one piece? Some 700's had Teflon O-rings that do not replace well as a repair. When these Teflon O-rings are encountered, the pistons as well as the O-rings need to be replaced to allow the NEW O-rings to properly seal.
How soon after replacing the O-rings did the problem show up? This time frame might help me get to a solution faster.
