T belt misaligned, other woes 700 1986

If you mean the Harmonic Balancer/pulley and lower belt guard, I can see why you're getting confused. The "pulley" and guard marks play no part in installing the belt correctly. They are just references for later use of a timing light or for manually setting the crank position.

You need to use the mark on the toothed crank "sprocket" or the notch in the keyed belt guide washers as your 0° reference.

To be honest, I don't recall if the sprocket has a punch mark or not, to align with the raised pointer on the seal carrier plate. I believe it does, but while giving my son help on the phone recently ('87 240) he said the sprocket had no marking at all. However, he had success in using the notch in the washer(s).

Once you've been able to hand-crank it thru twice, with Cam-crank-rotor staying in sync, then go ahead and install the lower guard and pulley.
