the wiper arm is a soft aluminum and the shaft which powers it is splined and of a harder alloy
when slighlty loose the aluminum from the arm will grind off and embed into the splines, preventing a strong hold
you should try to remove any wiper arm aluminum from the splines on the shaft of the driving gear
