What's with my windshield wipers? SAFETY PROBLEM! 850 1995

Well my update: I took a dental pick and really cleaned the grooves on the wiper arm shaft, then took a small triangular file and cut grooves inside the hole in the wiper arm, for a bit of "tooth". I then used a small amount of JB Weld in between the two, and so far, so good, two months straight with some rain, and some ice.
