Does the fan switch not work? Even on max? Remember, if the car and temp are cold, the blower will not turn on until the engine warms up a little - if the fan speed is on auto.

Are you still getting the ECC 4-1-9 error code? That means the wiring could be burned or loose.

During engine start up, the ECC checks low and high speed blower operation which is why you hear it.
