I am surprised that your new resistor didn't work and the fan speed at max also doesn't work. I hope the resistor that you replaced looked like this one: http://www.fcpgroton.com/product-exec/product_id/1691/nm/1993_1994_Volvo_850_Blower_Motor_Resistor_for_models_with_climate_control_/category_id/66

Once again, check the wires going into plug at the resistor. They must be clean and not loose. Also check the fuses, there are 2 of them if I remember correctly.

As to the cabin temp sensors, they pop out and up. Haynes had me removing the grab bars first, the plastic cover hinges up or down to reveal screws. If the sensors were bad, there is a code for that also.
