Well, that doesn't sound like nearly enough wear on the plate to cause audible knocking, so ???
There was a Volvo bulletin at somepoint that changed the torque spec for the cam nut from 100+ to 85 ft/lb (numbers off the top of my head), as the higher torque was snapping the nose off some cams. Go with 80-85 and use blue loc-tite.
I have no idea how to measure tooth flank clearance... the gears should mesh snugly without causing any drag turning the motor -- easy to check when building a motor, not easy to check once assembled. I haven't had a problem with this using the fiber or steel sets.
End float can be checked with a drop indicator, but if the plate is not worn, you'll almost certainly be within tolerance.
