12V is normal for a battery, with the engine off. With it running and the charging system working correctly, voltage should be higher---13.2-14.4 depending on RPM and electrical load. (system with generator may be less at idle) Battery voltage should not drop much below 10 while cranking--if it does the spark will be weak and it may not start.
