AMP light being lit earlier (see below)is one problem, but if your battery is charged now (from external charger) and you can't turn the car over to start, you have a second starting problem, if battery is truly charged and connections are clean and tight you should be able to start...even with a non-funtional charging system...but if your "local Volvo specialist" made a diagnosis like he did from just a phone call, I suggest he may not be the specialist you believe, and I question the wisdom of calling him when you have difficulties...

I'll get specific:

First, figure out the starting problem... if the bat voltage collapses under a high starting load, its either not fully charged or has a high internal resistance (time for a new bat)...voltage at starter may also collapse due to poor connections (in that case, a voltmeter measuring across the bat terminals measures 12V or even more during start attempts, but the starter acts like bat is weak)...you must determine which is your failure condition!

Second...AMP light ON is caused by two distinctly different conditions: Fuse 1 open OR Charging System failure...you must first determine which of the two conditions exists in your case, and this will determine the next course of action...see a detailed write-up here: http://www.sw-em.com/AMP_Indicator_ON.htm
