Put a fuel can on the ground and run a line to the fuel pump. Still have the symptoms? If no, the problem is between the input to the pump to the tank. If yes, the problem is from the input to the pump forward to the carburetors.
Please clarify for me; when you say you replaced "all" lines, did you also replace the line at the tank? Does your fuel system have the cloth covered rubber hose at the tank or a steel line connection? The only thing I can think of is that the tank end connection is a hose and it is collapsing.
