This is my first post here so, first, "Hi everybody !".
I had an intermittant 'no-start / no fuel pump operation' issue with my 91 240 when I bought it ~2 years ago. If I remember right, the fuel pump relay was not getting power to the coil although the system relay was. I corrected the problem by routing a jumper wire from the system relay coil energize wire to the fuel pump relay coil energize wire. I know this only masked the symptom of the problem, but it has worked fine for over 2 years so far.
This is, of course, not a proper fix, but I was unable to find the culprit and needed my car running quick. It may help you if you find nothing else.
Also, if your fuel pumps are indeed running and providing proper fuel pressure to the system during this no-start condition, then this info is not applicable.
Hope this helps!
