Sometimes resoldering the fuel pump relay doesn't do the trick. When you first turn the ignition to run, do you hear the fuel pump run? If not, it could still be the relay or the fuel pump.
If this is an LH2.4 car, check the 20 Amp fuse under the hood, check for corroded connections, replace the fuse holder if needed.
One final thing, check the insulation on the crank position sensor mounted at the top front lip of the bell housing just behind the head. If the harness is falling apart, its time for a new crank position sensor.
If all that checks out okay, it could be the ECU that is not turning on the fuel pump relay.
