Half a Volt - Enough to make a difference? 200 1993

Still trying to get the horns to work. I noticed the voltage coming from the horn wires is about 11.85 volts. The voltage on the battery is 12.25 volts. (Both taken with engine not running, but with key in 'run' position))

When I wire the horns to the horn leads, 11.85v, no beeps.

When I wire the horn direct to the battery, 12.25, BEEPS!.

Is this 1/2 volt really that crucial? (Apparently is it)

Any recommendations on getting some sound out. I need to get them working to pass inspection.
