I'm completely confused -- and may be entirely wrong in my understanding of horn wiring in a '93 240.
I believe that the 240 horns are always powered (when the ignition's on). When you push the horn button, you complete the ground circuit via the steering column.
If you don't have plenty of current capablity -- either from the supply side, or through the ground circuit -- then the horn won't work.
"When I push the horn button, I have 11.85 v."
So what you're telling me is that you have NO voltage anywhere at the horns until you push the horn button? (That's different than I thought you said before.)
