/// You are describing a bad horn, both of them. Try putting a 12 volt test lamp in place of BOTH horns. Disconnect them both. If the light comes on when you push the button the horns are bad. Check them one at the time to be sure one isn't shorted. One shorted would heat the wires but also short out the other horn. They are not like christmas tree bulbs hooked in series but if one shorts no current will flow in the other. (at least not enough to acutate the horn.
