Turn on the key and test the horn wires seperately. 1 wire should show battery voltage with meter conected between the wire and a good chassis ground. (not the other horn wire) Next conect the meter to battery positive and horn ground wire. It should be 0V, then hit horn button, should read battery voltage. The horn button grounds the horns. If the voltage drop is on the positive side, chack conectors, fuse ends for corrosion, poss resistance in ignition switch. Or wire directly to the battery to save time. If the ground side shows voltage drop, poss sourses include horn contact in steering wheel, slip ring in steering column, column ground loose/corroded, or wiring between column and horns.
