update on no start - tried everything... 700

well i guess we will have to get the car to an electrical guy (ouch) because we have no idea how to trace the circuit path.
the fuse appears to be fine, my husband got two relays from the junk yard we are assuming that out of 3 one must be ok?
our mechanic friend is putting a wire from the ballast resistor pack to the fuse - just to get it going for us. he is having a problem because it worked when he hotwired to the battery but now when he wired to the fuse.
any further info would be welcomed.
