That is the fuel injector Ballast Resistor Pack, found only on turbo models. It gets electricity from the Fuel Injection Relay. The fuel injectors are supplied with power 100% of the time and are opened by the ECU, which grounds them. You need to remove the Fuel Injection Relay and inspect it. Go to the 700/900 FAQ for detailed instructions. This relay is a known trouble spot. Inspect it with a hand lens for bad solder joints, and re-solder the bad joints. If you aren't handy with a soldering iron, get a new Fuel Injection Relay.
