Given a feed and return line, unless the car is burning the fuel, there should be no pressure change in the tank when the pump is running. To verify my pump(s) were working, I installed a glass filter on my return line. That way I could always see if I was getting fuel. Fuel running through the glass filter meant fuel running through the rail. I'm trying to remember if we're running any sort of vent on mine. I certainly didn't have any running issues...
I ran my system with a set of K-Jet pumps and never had any issues with the pressure. Of course, I could throttle back injector pulse widths because of the added pressure because I was running MS. The rest of the system dealt with the line pressure though...
