You've done then, what I was suggesting... to check for supply at the fuel rail, not at the injectors. If the pump is running, there should be fuel from the (open) supply hose, and it should only take a second or two to get a good stream. Obviously, with the hose open, there will be no measurable pressure... the 28 psi occurs when you include the FPR, and the system is "closed" (with the exception of the intermittent opening of the injectors themselves). IIRC, the pump itself is actually capable of 60 psi or so (with the FPR out of the picture). Seems to me that you have a pickup/screen/filter problem, or the pump is simply not working.
