Sounds like the slip rings are burned. This occurs when there is poor contact with the brushes and arcing.

No way to fix at home. The rotor would have to be taken out and turned on a lath. So, unless there's still an old starter-generator rebuild shop in your area, you’re out of luck. The cheap rebuilds drove most out of business long ago.
