likely culprits for low fuel pressure.

So I have tested spark, injectors etc. I have traced the fault to low compression that is cured by oiling the cylinders. In addtion, I am not getting enough fuel to the rail. The injectors are firing but when I disconnect the return line only a trickly of gas is there and the main fuel line feed there again is only a trickle. Could me FPR be stuck? The fuel filter is new and the fuel pumps sound like they are working. I still haven't drained the old gas yet. I do smell gas when I am cranking it but I would expect that since it doesn't get going. It'll start to run but dies quickly when the starter fluid runs out and the trickle of non burnt fuel washes the cylinder seal. The plugs looked coated with carbon (new plugs) when I pull them to oil the cylinders (done twice).
