The latch pin with the plastic sleeve just unscrews. It is a bolt. With it off, carve the remaining torn-up plastic from it and fit a piece of shrink sleeving. To make it last, carefully examine the lower edges of the latch guides for evidence (wear) of mis-alignment when closing the door, usually caused by hinge looseness sagging. Dress any rough areas and re-align the guide and striker plate so the door latch centers when being shut, although you might need to loosen the bottom hinge screws under the fuse panel to slightly raise the door first. Make sure the free play in the outside door handle is just a little bit.
