The pin is behind the dash and will not show in that pic.
If you imagine the front as a clock face, at about 11:00
directly behind the panel is a pin that goes into the cylinder
in a radial direction. It is spring loaded and can only be pushed
in when the lock is in the "on" position.
You have to take the speedo/instrument panel loose to SEE it but
once the switch is "on" you can push it in without being able to see it.
A 1/8" allen wrench will work. Be sure and disconnect the battery to
reduce excitement.
Any locksmith can pick the lock but a competent one can do it a LOT
faster!
