Well the 82 wiring diagram shows a throttle switch with two wires for a B21F-Turbo with CIS. The black wire is the ground and the yellow wire goes to the ECC(electronic control unit). There should be a lever somewhere that would open the switch on idle and close it up as the throttle plate is opened. The absent of the throttle switch signal at idle tells the air control valve to set the idle speed. Above idle the signal controls the air valve to high flow to keep the engine from stalling.
