These carbs were rebuilt and a needle that is a lot thicker than the old ones so more turns on the jets seems justified.

See if you can find out what needles were put in. For a B20E/F KD or DX needles work quite well. If they're the LH or SM needles usually used in carbed B18/20, they'll be very lean at high rpm.
