Is the compression evenly too low or is it just one cylinder? It is very unlikely that all 4 cylinders are worn equally, especially with the engine's reputation for piston wear (usually #1 cylinder). An incorrectly installed timing belt, however, would cause reduced compression in all cylinders.
It is also possible that the technician's gauge is inaccurate or he did the procedure improperly (throttle not opened, battery low, not all spark plugs removed).
Have the test done by somebody else - different person and tools. Have camshaft timing checked first if the readings agree with the first guy.
