Testing for Spark 200 1979

Hooked up test lite to the bare metal screw at shock tower (three of them there) cranked with light at #15 on coil and got pulsing, though not as bright as I thought it should be. Same with #1. This is not a Bosch coil BTW, but a black one from an Autozone, I think. It HAD been working fine. Then with the key in II position (on) I hooked my meter up with the (-) to the same screw on the shock tower and the red lead to #15 and got a little over 7 volts. Hmmm. On #1 barely over 1 volt. Hmmm again. I thought it should be 12 volts for both. Am I right? If so, what does this mean? Coil is bad or something else? On #15 I would think that there must be an issue further back toward the battery. On #1 I would think the coil is bad. Battery is fully charged at over 12 volts. Started to rain so had to stop. Flummoxed, frustrated, but not kicking anything yet. Any other thoughts? I don't believe in ghosts ... yet. Is my coil bad? I did put a new coil wire on. No joy, however. jg
