Testing for Spark 200 1979

I went back out and also tested the #1 plug wire to a plug grounded on the cam cover and also got spark. I also tried starting while jumpering 5 and 7 fuses. No start. I have spark. Not sure if the spark is sufficient to fire, but it is noticeable. Battery is strong. Should fire. What am I missing here? Is there an electrical plug on an engine component that if loose or unplugged would cause this? ~ jg
