Testing for Spark 200 1979

Uh oh. I really thought I did it right this time and its all together now. I took the belt off after realizing it was off a good bit on the marks. I then set the marks: Cam, intermediate at close to 3:00 as possible for distributor rotor to be pointing to it's housing mark, lower crank at 0 TDC. The piston on #1 was all the way up! I put the belt back on with the lines on the belts exactly corresponding to the marks, pulled the nail on the tensioner, turned the crank clockwise one full 360 turn to make sure all was good, finished tightening the nut on the tensioner. Closed it up, put the belts and fan back on. What did I miss?
