.013" on the exhaust means that it would like a bigger exhaust lobe and/or the cam needs advancing. At TDC on overlap, is the intake open further that the exhaust? Have you checked the timing to what the greenbooks say?

I was wrong about the spring, looks like all B20's do have the same springs. I was reading a 164 greenbook recently & they have two different springs for B30A's & B30E's which is strange to me considering they both have the C grind.

Are you allowed to modify the springs in any way?, a shotpeen can stiffen them up a little. I think I'd be putting newbies on the intakes & moving the old intakes to the exhausts, that would halve your spring costs.
