Do the math 120-130

"A friend of mine actually fitted a borrowed pair of 40mm DCOE’s to his car, then took them back off & put his HIF6’s back on because they made more HP & here’s why:"I don't see why... The 40DCOE setup clearly flows more than the HIF6s do... There are two barrels with HIF6s that flow ~240cfm each, there are four barrels with the dual 40DCOEs that flow 175 each. What am I missing? They flowed too much? Or just weren't jetted right to his application?
